Dragon, mihawk, shanks and akainu are endgame level characters, I have 100% confidence that oda has something really good in store for these characters, but like always it has to be the right time for him to tell their stories to us. Actually I'd assumed he was talking about kuma, given their past together, and the fact that this flashback happens after ivankov interacted with robo-kuma at marineford.
But yeah I could believe either interpretation. We don't know much about iva and dragon's relationship yet, but that'll presumably be elaborated on whenever we finally get some focus on dragon. Well god valley shed some light on his origin story and he is being constantly referenced here and there by other characters. I'm sure his big time will come, we only need patience and trust in oda. There's gotta be more to their story, we never really got how dragon and iva met, they just showed up together to save kuma and ginny. Plus, iva didn't break out of impel down because he was waiting for dragon to move or order them.
